Fith reference to Sir F. Lugard's Despatch
No. 334 of the 19th. of December, 1908, I have the honour to in-
-form you that in my opinion, in which the Captain Superintendent
of Police agrees, the time has arrived for placing the Police in
the New Territories, who are now for the most part under the
direct control of the District and Assistant District Officers for
the Northern District, under the direct supervision and control
of an Executive Officer of Police; and that a certain re-organize-
-tion of this portion of the Police Force should be effected with
a view to increasing their efficiency as an armed constabulary
force.
Such re-organization is necessary not only
in order to render the Police in the New Territories independent, except in very extraordinary circumstances, of assistance from
troops but to maintain a desirable standard of discipline and
efficiency. The District Officers have done good work in supervis-
-ing the Police but the duties they have to perform in connection
with their work as Magistrates and Land Officers take up much of
their time and the present incumbents of the posts have had no
training in Police work.
